Stream-Pay.ru public offer

Version dated November 2, 2026

1. General provisions

Individual Entrepreneur Timofey Vladislavovich Zinovich (Taxpayer Identification Number (INN) 772094479129, Primary State Registration Number (OGRNIP) 326774600280432), hereinafter the “Platform” or “Agent”, owns the website stream-pay.ru (hereinafter the “Website”) and offers to enter into an agreement on the terms of this public offer (Article 437(2) of the Civil Code of the Russian Federation).

This offer consists of two parts:

The Platform does not sell physical goods. Funds received from Advertisers, less the agency fee, belong to Streamers.

2. Definitions

Streamer (Principal) — a legally capable person who broadcasts live on Twitch, is registered on the Website and provides advertising space in their streams.

Advertiser — an adult individual, individual entrepreneur or organisation ordering advertising through the Website.

Advertising Material — a banner (image or animation), text and a link uploaded by the Advertiser.

Placement — an order to display Advertising Material on a particular Streamer’s broadcasts for the paid duration.

Widget — a Platform software module that displays Advertising Material on the Streamer’s broadcast.

Account dashboard — the section of the Website accessible to a user after signing in.

3. Agency agreement with the Streamer

3.1. The Streamer authorises the Platform, for a fee, to act in the Platform’s own name but for the Streamer’s account to: enter into advertising placement agreements with Advertisers within the prices and terms set by the Streamer in the Account dashboard; receive payments from Advertisers; review Advertising Material; deliver it to the broadcast through the Widget; record displays; and settle payments with the Streamer.

3.2. The Streamer accepts this part of the offer by connecting a channel on the Website and enabling advertising requests.

3.3. The Streamer independently sets the price per minute of display, may pause advertising requests and may reject any Placement before its display begins.

3.4. The Streamer agrees to display approved Advertising Material through the Widget during live broadcasts without altering it; not to obscure the Widget during display; and not to display advertising prohibited by Section 5.

3.5. The Platform’s agency fee is 5% of the price of each completed Placement. The Platform deducts the fee from funds received from the Advertiser. The remaining 95% belongs to the Streamer.

3.6. The Streamer’s share becomes available for withdrawal 72 hours after display is completed, provided the Advertiser has not filed a claim regarding the Placement. Withdrawals are made at the Streamer’s request to the payment details they provide. Any transfer fees are shown before the request is confirmed.

3.7. The Agent’s report is available to the Streamer in the Account dashboard: receipts for each Placement, fees withheld, refunds and payouts. The monthly report is deemed accepted unless the Streamer submits objections within 10 days after the end of the month.

3.8. The Streamer independently fulfils their tax obligations in respect of their income under the laws of the Russian Federation.

4. Advertising placement agreement with the Advertiser

4.1. The Platform agrees to arrange the display of Advertising Material on the selected Streamer’s broadcasts for the paid duration and to send an advertising link to the broadcast chat. The Advertiser agrees to pay for the Placement.

4.2. The Advertiser selects a Streamer in the catalogue, uploads Advertising Material and specifies the duration. The total price is calculated using the Streamer’s rate and shown before payment. Prices are in Russian rubles, with 100% advance payment through the payment service on the Website. Payment for a Placement constitutes acceptance of this part of the offer.

4.3. Advertising Material undergoes automated and manual review by the Platform and approval by the Streamer. Once approved, the Placement is queued for display during the Streamer’s upcoming live broadcasts. Display progress is shown in the Account dashboard.

4.4. A Placement is considered completed when the Advertising Material has been displayed for the entire paid duration. Unless the Advertiser submits a claim within 72 hours after display ends, the Placement is deemed accepted.

4.5. The Platform does not guarantee any particular number of viewers, clicks or sales.

5. Advertising requirements

The Advertiser warrants that the Advertising Material and the advertised goods and services comply with the laws of the Russian Federation, including Federal Law No. 38-FZ of March 13, 2006 “On Advertising”, and do not infringe third-party rights. Advertising of the following is prohibited:

The Platform may reject Advertising Material without providing a reason.

Advertising disclosure. The Advertiser, directly or through an authorised person, is responsible for advertising disclosure and obtaining an advertising identifier (erid) under Article 18.1 of the Federal Law “On Advertising”, and must provide it when ordering a Placement. The Streamer and the Platform retain all required disclosures during display.

6. Cancellation and refunds

No agency fee is withheld in the event of a full refund. Refunds are made using the original payment method within 10 business days. Requests must be sent to support@stream-pay.ru with the Placement number.

7. Liability

The Advertiser is responsible for the content of the Advertising Material and the legal compliance of advertised goods and services, and compensates the Platform and the Streamer for losses arising from third-party or government claims concerning the Advertiser’s advertising.

The Streamer is responsible for displaying approved Advertising Material in accordance with Clause 3.4. If display fails due to the Streamer’s fault, the Placement amount is refunded to the Advertiser and is not credited to the Streamer.

The Platform is not responsible for interruptions in Twitch, communications networks or the Streamer’s equipment beyond its control. The Platform’s liability is limited to the amount of the relevant Placement.

8. Force majeure

The parties are released from liability for failure to fulfil obligations caused by force majeure. If these circumstances continue for more than 30 days, either party may terminate the agreement; payments for uncompleted Placements are refunded.

9. Personal data

The Platform processes users’ personal data in accordance with Federal Law No. 152-FZ “On Personal Data” and its Privacy Policy, solely for the performance of the agreement.

10. Dispute resolution

Disputes are resolved through negotiation. A pre-litigation claim is mandatory; the response period is 10 business days. If a dispute remains unresolved, it is referred to the court at the Platform’s location, unless consumer protection law provides otherwise. The laws of the Russian Federation apply.

11. Amendments and validity

This offer takes effect upon publication on the Website and remains in force until withdrawn. The Platform may amend it by publishing a new version on the Website. Amendments do not apply to Placements already paid for or settlements relating to them.
